2.8.1.7: Manage Port Terminal Operations

This process shall manage the loading and unloading of shipping vessels based on authorization received from border and port administrative functions. This process shall inform other functions as to the status of the operations, including when cargo is completely loaded or unloaded. This process shall report anomolies in the loading and unloading operations to the operator interface function. This process shall accept requests for berthing availability from the manage port operations function, either for a vessel directly, or from its carrier. This process shall then determine berthing and make assignments based on the needs of the vessels, its cargo, and available resources.The berth assignments shall then be forwarded to the Manage Port Operations function and other processes. As ships enter a berth assignment this process shall provide updates on the cargo operations that are taking place. This process shall inform interested and authorized users what the estimated time of departure is for a ship once it has completed loading. This process shall provide a ship's stow plan to authorized parties.
